Central Sponsored Scholarship Schemes being run by the Education Department in Himachal Pradesh.
1.PM Young Achievers Scholarship Award Scheme for Vibrant India for OBCs and Others (PM –YASASVI):-
1. Pre-Matric Scholarship to OBC/EBC/DNT Students (90% Share GoI & 10% State Share)
ii) Post-Matric Scholarship Scheme to OBC/EBC/DNT students (90% Share GoI & 10% State Share)
iii) Top Class School Education for OBC,EBC and DNT Students.
(A) CENTRALLY SPONSORED SCHEME OF PRE-MATRIC SCHOLARSHIPS TO OBC, EBC AND DNT STUDENTS:-
The scholarships are open to Nationals of India only. Scholarship award will be sanctioned in the case of students whose parents/guardians income from all sources does not exceed ₹ 2,50,000/- per annum. The students should be studying in class IX and X on a full-time basis in Government Schools only. They should belong to either of OBC, EBC and DNT (who are not covered under SC, ST or OBC) categories through valid certificate. A scholarship holder under this scheme will not hold any other educational scholarship for the purpose of studying in class IX and X. If awarded any other educational scholarship for studying in classes IX and X, the students can avail of either of the two scholarships as per his/her choice and should inform the awarding authority to the Head of the Institution about the option made. The condition stipulated in this Ministry’s notification no. 428 dated 16.02.2017 relating to provisions contained in Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act 2016 are to be followed with further stipulation that if, for any reason, the authentication of Aadhaar fails in respect of any applicant, such an individual should be permitted to establish his/her identity by any other means so that genuine persons are not deprived of their benefits. Income Certificate is required to be taken once only, i.e. at the time of admission to courses.
The students shall be given a consolidated academic allowance of ₹ 4000/- per annum.
There will be a 60:40 sharing ratio between the Centre and States. For North Eastern States and for the states of Uttarakhand and Himanchal Pradesh the sharing ratio will be 90:10. Accordingly, a notional allocation (NA) under the Scheme shall be conveyed at the beginning of each financial year to States/UTs, with the request to send proposals within the NA.
(B) Centrally Sponsored Scheme of Post-Matric Scholarship for OBC, EBC and DNT Students for studying in India.
Employed students whose income combined with the income of their parents/ guardians does not exceed Rs. 2.50 lakh per annum shall be eligible for Post-Matric Scholarship. Unemployed students whose parents/guardians income from all sources does not exceed Rs. 2.50 lakh per annum will be entitled for the scholarship under the scheme.
a) ” Group 1: Degree and Post Graduate level professional courses” shall mean: all Professional courses in Medicine, Engineering, Technology, Planning, Architecture , Design, Fashion Technology, Agriculture, Veterinary & Allied Sciences, Management, Business Finance /Administration, Computer Science/ Applications (ii) Post Graduate Diploma courses in various branches of Management & Medicine(iii) C.A./I.C.W.A./C.S./I.C.F.A. etc. (iv) M.Phil., Ph.D. and Post-Doctoral Programmes (D.Lit., D.Sc. etc.) of Group I, Group II and Group Ill courses .(v) L.L.B, Integrated LL B, L.L.M (vi) Commercial Pilot License Courses from GoI institutes (including helicopter pilot and multiengine) (maximum 20 slots per annum)
b) ” Group 2: Other Professional Courses leading to Degree, Diploma, Certificate” shall mean all Professional Courses leading to Degree, M Ed. / M. Pharma., Diploma, Certificate in areas like Pharmacy (B Pharma.), Nursing(B Nursing), BFS, other para- medical branches like rehabilitation, diagnostics etc., Mass Communication, Hotel Management & Catering, Travel/Tourism/Hospitality Management, Interior Decoration, Nutrition& Dietetics, Commercial Art, Financial Services (e.g. Banking, Insurance, Taxation etc.) for which entrance qualification is minimum Sr. Secondary (10+2) and Vocational stream , ITI courses and Polytechnic where entrance qualification is Class XII or above.
c) “Group 3: Graduate and Post Graduate course” shall mean: courses not covered under Group 1& Group 2 e.g. BA / B.Sc. / B.Com etc. M.A/ M. Sc./ M.Com etc.
d) “Group 4: All post-matriculation (Post Class X level) non-degree courses” shall mean: All post-matriculation level non-degree courses for which entrance qualification is High School (Class X), e.g. Senior secondary certificate (class XI and XII ); both general and vocational stream , ITI courses , 3 year diploma courses in Polytechnics, etc. 13 Note: The list of courses in various groups is indicative and States/UTs may add courses as per laid down standard in the State/UT

Note 1. Students pursuing C A . /I.C.W.A. /C.S. /I.C.F.A. shall be treated as day scholars for the purpose of academic allowance. Students studying through correspondence /online courses shall not be eligible for academic allowance.
Note 2. Tuition fees shall be paid to online/correspondence students.
(C) CENTRAL SECTOR SCHEME OF TOP CLASS EDUCATION IN SCHOOLS FOR OBC, EBC AND DNT STUDENTS:
The top class schools which have maintained 100% pass percentage in the 10th and 12th class exams shall be shortlisted by a committee Chaired by the Joint Secretary (BC) in the Ministry and with representation from Department of School Education and NITI Ayog. (ii) The grants will be provided for tuition fee, hostel fee and other charges as required by the school, subject to a maximum of Rs. 75,000/- per annum per student of class 9th and 10th and Rs. 1,25,000/- per annum per student of class 11th and 12th.
At least 30% of these scholarships are reserved for girls. There shall be a State-wise merit list for each class for boys and girls separately prepared on the basis of the marks obtained in the final exam of the previous class, and allocation of the scholarships shall be automatically be done on the merit.
2. Post-Matric Scholarship Scheme to SC Students (Centrally Sponsored Scheme) (60%:40%):-
The SC students whose parents annual income from all sources is up to Rs.2,50,000/- (Rupees Two Lakh Fifty Thousand) are eligible for full scholarship (i.e. maintenance allowance + fee) for all courses provided they are pursuing their studies in Govt./Govt. aided/ Private Institutions.

The scheme is implemented by the State Govt. and Union territory Administration, which receive 60% central assistance and 40% state share from GOI and State Govt., for the total expenditure under the scheme (w.e.f. 2021-22).
3. Post-Matric Scholarship Scheme to ST students (Centrally Sponsored Scheme) (90:10):-
The ST students whose parents annual income from all sources is up to ₹ 2,50,000/- are eligible for full scholarship (i.e. maintenance allowance + fee) for all courses provided they are pursuing their studies in Govt./Govt. aided/Private Institutions as a regular students, as per guideline of Ministry of Tribal Affairs, GOI July, 2010.
The fee component will depend on type of course pursued by the student. The courses have been divided in 4 categories.

4. Merit cum means Scholarship Scheme for Students belonging to Minority community (CSS)–:
This Scholarship is given to pursue Degree / Post-graduate level Technical Professional Courses from Recognized Institutions, to the students belonging to the Minority Groups (Muslim – 38, Sikh – 20, Christian – 3, Buddhist – 20, Total = 81 Students). The annual income of the parent or guardian of the beneficiary should not exceed Rs. 2.50 Lacs, from all sources and students should have not less than 50% marks. Students under this Scholarship Scheme need to apply online at http://www.momascholarship.gov.in, as per the following schedule, and no offline application form will be accepted. Financial assistance will be given to pursue degree and/or Post-graduate level technical Professional courses from recognized institutions. The rate of scholarship will be as under:-

5. Post–Matric Scholarship Scheme to students belonging to Minority community (100% CSS) : –
This Scholarship will be given from XI to Ph.D. Level in Govt. / Recognized Private Recognized Schools / Colleges / Institutes, including Technical / Vocational Courses, to the students belonging to the Minority Groups (Muslim – 320, Sikh – 171, Christian – 27, Budhhist – 168, Jain – 4, Parsi –0, Total = 690 Students). The annual income of the parent or guardian of the beneficiary should not exceed ₹2.00 Lacs, from all sources and student should not have less than 50% marks in the previous final examination. Student must pass the examination from Govt./Govt.-aided institutions. 30 % of scholarship will be earmarked for girl students. The amount disbursed through Ministry of Minority Affairs of Govt. of India.

*Hostellers include students who are not staying in hostel of the school/institute concerned but are staying as paying guest or in rented accommodation in towns/cities which are not the places where their parents reside.
6. Pre- Matric Scholarships Scheme for Scheduled Castes & Others (Component 1) (Pre Matric Scholarship for SC students) run by DHE, HP (9th & 10th) (CSS) :-
Pre-Matric Scholarship Scheme for Scheduled Caste Students Studying in classes IX & X (Centrally Sponsored) Introduce by the Govt. of India w.e.f. 1st July, 2012. The scholarship will be paid to students whose parents Income/guardians from all sources does not exceeds ₹2,50,000/- p.a. The scholarship under this scheme will be available for studies in India only and will be awarded by the State Govt. to which the applicant belongs i.e. where he /she is domiciled. The scholarship will be awarded 10 months in an academic year for Day scholar ₹3500/= per annum & Hostellers ₹ 7000/= per annum. The award once made will continue subject to good conduct and regularity in attendance. It will be renewed for class X after the student passes class IX. Application form of eligible students be retained in the institutions. However, benefit of National Means-cum-Merit scholarship scheme of D/o School education Ministry of Human Resource Development can be availed by the beneficiaries of Pre-Matric scholarship scheme for SC Students.

7. “Pre-Matric Scholarship Scheme for Scheduled Tribe Students” (9th & 10th) CSS :-
This Scholarship Scheme was Introduce by the Govt. of India w.e.f. 1st July, 2012. The scholarships will be paid to the students whose parents/guardians’ income from all sources does not exceed ₹2,50,000/- (Rupees two lakh only) per annum. The scholarship under this scheme will be available for studies in India only and will be awarded by the State Govt. to which the applicant belongs i.e. where he /she is domiciled. The scholarship will be awarded 10 months in an academic year for day scholar ₹3000/= P.A. [225(Rate)*10(Month)+750(Ad hoc grant)] & Hostellers ₹6250/- P.A. [525(Rate)*10(Month)+1000(Ad hoc grant)] (w.e.f. 01-12-2019) The award once made will continue subject to good conduct and regularity in attendance. It will be renewed for class X after the student passes class IX. Application form of eligible students be retained in the institutions.
In addition, an additional grant of Rs. 800/- monthly (Rs. 9600 annually) will be given to the Divyangjan student who is Hosteller and Rs.600/monthly (Rs 7200 annually) to a day scholar. The disability as defined under the Act has to be certified by a competent medical authority of the State Govt./UT Administration. The provisions of disability allowance will also apply to leprosy-cured and students having sickle cell anemia or Thalassemia, with the necessary certificate.
8. Scheme of Scholarships for students with Disabilities (100% CSS):
The Department of Empowerment of Persons with Disabilities, Government of India started six scholarship schemes for students with Disability between 1.4.2012 and 1.4.2017: 1 Pre Matric, 2. Post Matric, 3. Top Class Education, 4. National Overseas Scholarship, 5. National Fellowship for PwDs and 6. Free Coaching for SwDs. It has now been decided to bring these stand-alone schemes into an umbrella scheme called “Scholarships for Students with Disabilities” for operational efficiency and optimal fund utilization. All the Six scholarships are applicable to students with Disabilities with 40% and above and having a valid certificate of disability as prescribed under rules issued by the competent authority. Disability is as defined in “Right of Persons with Disabilities Act, 2016”. Scholarship for studying in any class will be available for only one year. If a student has to repeat a class, she/ he would not get scholarship for that class for a second (or subsequent) year. Top Class Education for SwDs shall be paid to the students whose parents/guardians income from all sources does not exceeds ₹ 6,00,000/- (Rupees Six lakh only) per annum.

Central Sector Umbrella Scheme “Scheme of Scholarships for students with Disabilities”:–
The Department of Empowerment of Persons with Disabilities, Government of India is implementing six scholarship schemes for students with benchmark disabilities namely 1) Pre-Matric Scholarship, 2) Post-Matric Scholarship, 3) Top Class Education Scholarship, 4) National Overseas Scholarship, 5) National Fellowship and 6) Free Coaching Scheme. Pre-matric and Post-matric Scholarship shall be paid to the students whose parents/guardians income from all sources does not exceed ₹ 2,50,000/- (Rupees two lakh fifty thousand only) per annum. Top Class Education Scholarship shall be paid to the students whose parents/guardians income from all sources does not exceed ₹ 8,00,000/- (Rupees eight lakhs only) per annum. 50% of the total scholarships available each year shall be reserved for girl candidates.
- Pre-Matric Scholarship for Students with Benchmark Disabilities:
Number of Pre-Matric scholarships to be sanctioned in a year is 25,000. She/he should be a regular, full time student studying in classes IX and X in a Government school or in a school recognized by the Govt. or by a Central/State Board of Secondary Education.

- Post-Matric Scholarship for Student with Benchmark Disabilities:
Number of Post-matric scholarships to be sanctioned every year is 17,000.
(i) Only those candidates who have passed the Matriculation or Higher Secondary or any higher examination of a recognized University or Board of Secondary Education are eligible. (ii) Candidates who after passing one stage of education are studying in the same stage of education in different subject e.g. B.Com. after B.A. in other subject will not be eligible. However, students pursuing L.L.B/B.Ed/B.El.Ed. after passing B.A./B.Sc./B.E. etc. are eligible for Post-Matric Scholarship under this scheme. (iii) Students who are pursuing two different courses of study simultaneously can avail the scholarship for any one course only provided pursuance of such courses are permissible under the rules/regulations of the Educational Authority concerned. (iv) Students studying in Class XIth of the Higher Secondary School courses of Class XIIth of the Multipurpose High School will not be eligible for it being a continuous school course. However, in cases where Xth class examination of such courses is treated as equivalent to Matriculation and students who after passing Xth class join other courses, such students will be treated as Post matric students and will be eligible for the award of scholarships. (v) Students who after failing or passing the under graduate examinations in Arts/Science/Commerce join any recognized professional or Technical Certificate/Diploma/Degree courses will be awarded scholarships if otherwise eligible. No subsequent failure will be condoned except courses in Group-I (Table in para 13.6). (vi) Students who pursue their studies through correspondence courses are also eligible. The term correspondence includes distant and continuing education. (vii) Employed students whose income combined with the income of their parents/guardian does not exceed the maximum prescribed income ceiling are eligible for Post-matric scholarships to the extent of reimbursement of all compulsorily payable non-refundable fees.

The number of slots available to any State is decided on the basis of percentage of population of PWDs of that State in comparison to the total PwD population of India.
- Begum Hazrat Mahal National Scholarship for meritorious girls students belonging to the minority communities (100% CSS):- The Scheme of “Begum Hazrat Mahal National Scholarship” for Meritorious Girl Students belonging to the Minority Communities was earlier known as “Maulana Azad National Scholarship for Meritorious Girls belonging Minorities” and the same was launched by the then Prime Minister of India (late) Atal Bihari Vajpayee at National Conference of Educational & Economic Development of Minorities held on 03.05.2003 at Vigyan Bhawan, New Delhi. Amount of scholarship will be provided ₹5000/- each for Class IX & X and Rs.6000/- each for Class XI & XII. Only girl students belonging to six notified Minority Communities i.e. Muslims, Christians, Sikhs, Buddhists, Jains and Parsis are eligible. Scholarship will be awarded to minorities’ girl students who are studying in Class 9th to 12th, and have secured at-least 50% marks or equivalent grade in aggregate in previous class/qualifying exam. Annual income of student’s parent/guardian from all sources does not exceed ₹2.00 lakh.
10. Pre-Matric Scholarship for students belonging to the minority communities:- The scholarship will be awarded for studies in India in a government or private school from class I to class X, (Total = 4142 Students; Muslim–1923, Sikh–1025, Christian–162, Buddhist–1009, Jain–23, Parsees – 0) (Targets only for Fresh Students) including such residential Government institutes and eligible private institutes selected and notified in a transparent manner by the State Government and Union Territory Administration concerned. Scholarship will be awarded to the students who have secured not less than 50% marks in the previous final examination and annual income of their parents/guardian from all sources does not exceed Rs. 1.00 lakh. Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992.
30% scholarship is earmarked for girls students of each minority community in a State/UT which is transferable to male students of that community in case of non-availability of female students in that community in the concerned State/UT. 30% is the floor and not the ceiling for eligible girl students. ii) If the physical target of scholarship for a particular minority community in a state/UT is not utilized, it will be distributed among the same minority community in other States/UTs strictly in accordance with merit and without disturbing the national ratio for the Community. Any unutilized community quota shall be distributed amongst other communities again in accordance with merit and without affecting overall national quota. Page 2 of 5 iii) A student residing in a particular State/UT will be entitled for scholarship under the quota of that State/UT only irrespective of his/her place of study.
Actual financial assistance will be provided for admission/tuition fee and maintenance allowance as given below subject to a maximum ceiling indicated against item concerned. The details of the scheme interventions for 2017-18 to 2019-20 are as under:
