Rashtriya Uchchatar Shiksha Abhiyan is a Centrally Sponsored Scheme (CSS). It has been implemented in the State during 2013-2014 to improve the standard of Higher Education and provide equity & easy access to all, for Higher Education. Funds under this CSS are provided in the ratio of 90:10 i.e 90% Central Share and 10% State Share. These are released to the Govt. and Govt. aided Higher Education Institutions of the State. The RUSA Grants/funds so released are to be utilized by the Higher Education Institutions (HEIs) for civil works, renovation, and purchase of equipments. RUSA HP also organises trainings, workshops and meetings/conferences at different regular intervals for faculties of HEIs to up-grade of standard of Higher Education in the State of HP.
Pursuant of RUSA Guidelines, the State Higher Education Council (SHEC) has been constituted by the Govt. vide Notification No. EDN-A-Ka(1)-16/2013 dated 06/01/2014 initially, and thereafter, by an Act of State Legislature i.e. THE HIMACHAL PRADESH STATE HIGHER EDUCATION COUNCIL (ESTABLISHMENT AND REGULATION), Act, 2018. After passing of this Act, the State Govt. has constituted the State Higher Education Council.
Presently funding under this Scheme is being provided to HEIs under the following RUSA components:-

- Under RUSA 1.0 (2013 onwards), GoI has approved initially Rs. 225.425 Cr. (including MMER Grants) with the Central Share of Rs. 202.88 Cr. and State Share of Rs. 22.54 Cr.
- Under RUSA 2.0 (2018 onwards), GoI has approved Rs. 86.00 Cr. with the Central Share of Rs.77.40 Cr. and State Share of Rs. 8.60 Cr.
- Under Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-UShA) (2023 onwards), Project Approval Board meeting (PAB) (1st dated 17, 18.01.2024, 2nd dated 02.02.2024 & 3rd dated 19.11.2024) GoI has approved Rs. 179.75 Cr. in PM-UShA components with the Central Share of Rs. 161.77 Cr. and State Share of Rs. 17.98 Cr.
HPU Shimla is selected under Multi-Disciplinary Education & Research Universities (MERU), SPU, Mandi under Grants to Strengthen Universities (GSU), (04) four Colleges i.e. G.C. Darlaghat, G.C. Bhalei , DAV Kangra, G.C. Mandi under Grants to Strengthen Colleges (GSC) and (04) four Districts i.e. Sirmaur, Chamba, Una, Kangra under Gender Inclusion and Equity Initiatives (GI&EI). - Till date total amount of Rs.266.00 Cr. has been received from Min. of Education, GoI out of which Rs.262.00 Cr. has been utilized till date.
